Butuan City, September 8-9, 2025 – Leaders, former rebels (FRs), people’s organizations, and partner government agencies gathered at the Balanghai Hotel and Convention Center for the Community Assembly for Peace and Development in Caraga Region. The event highlighted collaborative efforts towards reconciliation, transformation, and sustainable peace through inclusive programs and community-driven initiatives.

The highlight of the opening session was the Rationale and Launching of UCPDF Inc., which serves as a platform to unify former rebels and noncombatant organizations in their journey towards reintegration and community development. This underscored the crucial role of local partners in sustaining peace efforts.

In a significant step forward they facilitated the issuance of 143 Safe Conduct Passes for Amnesty Applicants. This milestone was a testament to the government’s continuing commitment to provide legal, political, and social support for FRs transitioning to peaceful civilian life.

Throughout the assembly, FR representatives from Agusan del Sur, Agusan del Norte, and Surigao del Sur shared their success stories and testimonies. They highlighted how government programs had helped them pursue livelihoods, education, and employment opportunities—showcasing the transformative power of inclusive development.
The activity also centered on the presentation of income-generating project proposals by UCPDF Inc. FR federations, with partner agencies committing support. The Joint Regional Task Force (JRTF) agencies, including NTF-ELCAC regional directors from PNP, DOLE, DA, TESDA, PIA, DSWD, and AFP, assured continued collaboration in livelihood, skills training, and social protection programs.

Local chief executives also expressed their unwavering support. Governor Johnny T. Pimentel (Surigao del Sur) pledged sustained provincial initiatives to complement national programs.

The highlight of the assembly was the Keynote Address of Secretary Carlito G. Galvez, Jr., Presidential Adviser on Peace, Reconciliation, and Unity, who emphasized the importance of healing, trust-building, and inclusive development in the government’s peace agenda. He reaffirmed OPAPRU’s commitment to work hand in hand with Caraganons to build resilient, peaceful, and progressive communities.

The event concluded with closing remarks, photo documentation, and a media conference, followed by fellowship and dinner. FRs also had dedicated time with OPAPRU, ensuring direct dialogue and stronger trust between grassroots stakeholders and policymakers.

The Community Assembly for Peace and Development stands as a milestone in the continuing journey of Caraga towards lasting peace—anchored on unity, reintegration, and the collective aspiration of building a better future for all.
