BRIDGING COMMUNITIES: NCIP- FREE, PRIOR AND INFORMED CONSENT (FPIC) ACTIVITY PAVES WAY FOR BAGYANG–BITAUGAN ROAD PROJECT

On September 12, 2025, the Provincial Government of Surigao del Sur, through the National Commission on Indigenous Peoples (NCIP) and the Provincial Planning and Development Office (PPDO), conducted a Field-Based Investigation and Validation Activity for the Free and Prior Informed Consent (FPIC) at Barangay Bagyang, San Miguel, Surigao del Sur. This initiative was in line with the proposed 2025 projects, “Construction of Brgy. Bagyang–Brgy. Bitaugan Road Phase I & II,” with a total funding of ₱110,000,000.00 under the PAyapa at MAsaganang PAmayanan (PAMANA) Program of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU).

 

The activity was actively participated in by recognized Manobo tribal leaders, along with Barangay Captains Hon. Oscar I. Guinsod of Brgy. Bagyang and Hon. Rodrigo Gardigo of Brgy. Bitaugan. Also in attendance were Provincial IPMR Hawudon Jimmy I. Guinsod and Municipal IPMR Hawudon Rico H. Maca. Representatives from NCIP presented and explained the FPIC process and procedures to the community, while personnel from the PPDO, led by Ms. Abigail C. Arienzano, EnP–PAMANA Focal Person, together with staff from the Provincial Engineering Office (PEO), discussed the project proposals and technical details.

 

Governor Johnny T. Pimentel, together with the Provincial Government of Surigao del Sur, expressed gratitude for the approval of this vital project under the PAMANA Program. The construction of the Bagyang–Bitaugan Road is expected to provide far-flung communities with improved access to essential services, stimulate local economic growth, enhance social inclusion, and ultimately uplift the overall quality of life for Indigenous Peoples and the broader community.
